One of the problems with trying to help underdogs, especially with government programs, is that they and everyone else start to think of them as underdogs, focusing on their problems rather than their opportunities. Thinking of themselves as underdogs can also dissipate their energies in resentments of others, rather than spending that energy making the most of their own possibilities.
Dr. Mark J. Perry is a professor of economics and finance in the School of Management at the Flint campus of the University of Michigan. Perry holds two graduate degrees in economics (M.A. and Ph.D.) from George Mason University near Washington, D.C. In addition, he holds an MBA degree in finance from the Curtis L. Carlson School of Management at the University of Minnesota. In addition to a faculty appointment at the University of Michigan-Flint, Perry is also a visiting scholar at The American Enterprise Institute in Washington, D.C.

We need to keep our focus on top dogs. If we focus on top dogs, the dog feed will trickle down and help the underdogs. If we keep the underdogs less well fed, they will have an incentive to become a top dog.
Just don't tell the ASPCA about your plan.
And, of course, focusing on the underdogs creates a pretty good incentive to BE an underdog.

Did you miss this part? A leading historian of education has said that the New York City public schools were the best in the country during the 1940s. That was when I went to school there. That was enough piece of sheer good luck that came my way. Today the classes are smaller, the buildings more modern-- but the education itself is a disaster. I got the kind of education that people have to go to expensive private schools to get today...
Don't forget that the underdog isn't always right. Sometimes the overdog deserves to win, because it's the right and just result.
